Geosat FO discovered by Russell Eberst

    I believe that Russell Eberst's retrograde UNID of 2011 May 21 near 01:30 UTC, is Geosat FO, which has been lost to us
    since it was decommissioned in late 2008, which involved lowering its perigee more than 300 km to hasten decay.
    
    Here are approximate elements:

    I am uncertain of the argument of perigee, so beware of greater than usual cross-track errors.
