    Hi Tom and list,
    My late reply is due to a work overload. A proposal has been submitted to NASA
    HQ in mid-May about an autonomous payload to be mounted outside the ISS to
    produce flares on demand visible on a precise spot on Earth. For now I can't
    give more details. So your idea is good indeed !
