An Epoch date is usually the instant at which a set of two body orbital
elements are valid for.  In astronomy we usually refer to it as an "Epoch of
Osculation" and it specifies the time at which the elements for calculated
for, including the affects of any perturbation on the orbit of the object (be
it satellite or asteroid or planet...).
