    This is the first launch of new Russian IMINT satellite. Its 98.3 deg
    inclination suggests that the orbit is intended to be sun-synchronous; however,
    its initial mean altitude is too low to be sun-synch at 98.3 deg. Circularizing
    the orbit at nearly the present apogee would result in a sun-synch orbit;
    therefore, I expect it to manoeuvre in the near future.
