I've found IGS7 on S-band at ~2205.16MHz.  Here's an orbital estimate 
based on two passes.

1 85002U          20040.06527778  .00000000  00000-0  50000-4 0    05
2 85002  97.4000 115.6273 0021053  15.5420  98.8770 15.24788624 06
# 20200209.25-20200209.79, 106 measurements, 0.377 kHz rms

This is the first time I've heard an IGS mission.
