I'm certainly no expert, so take this with a grain of salt.

According to http://www.spacefacts.de/mission/english/soyuz-t11.htm it seems that at the time you specified Soyuz T-11 was on it's way to dock with Salyut 7. Docking was at 04.04.1984, 14:31:11 UT. The mission altitude (according to that site) was 202 - 240 km.

    Heavens-above.com has these TLE's for Soyuz T-11:

    1 14872U 84032 A 84251.21175162 .00090257 +00000-0 +91202-3 0 00175
    2 14872 051.6562 307.7180 0004219 034.9030 324.8074 15.64825417024771

    And these for TM-11:

    1 20981U 90107 A 91146.33212913 .00064342 +00000-0 +60210-3 02064
    2 20981 051.6031 038.0344 0006520 231.8779 128.1385 15.66784377027393

The altitude was around 240 km, which means the visibility footprint around your receiving site wasn't too large. Since the frequency was around 20 MHz there may have been some ionospheric influence (the sunspot number was around 75 on that day), but I'd say that the spacecraft must've been within a fairly small circle centered on your receiver. I can't seem to find the equation on the internet, but the footprint for a sat at 220 +- 20 km is pretty small.
