Starshine 3, anybody know where it is???

    Wasted the five minutes prior to predicted pass, (exit shadow
    at 40d elev then descend in the NE splitting Merak and Dubhe,
    UMA), trying to acquire an NIST signal so I was only able to
    observe from one minute prior to ten minutes after the pre-dawn
    pass using:
    
    Starshine3
    1 00001U 1 000    01263.13079115  .00000000  00000-0  00000-0 0    15
    2 00001  67.0499  83.6508 0005594 254.2442 326.7804 15.31914967    11
    
    If this is an accurate tle, and if it is flashing, then it is dimmer
    than 4.0 as I observed naked eye, scanning from time to time with
    binocs.
    
    So....where is it?
