    I had wrote that I saw what appears to be the following. I observe between 
    9:40-10:00 UT oct 30

    I had two replies saying I might have seen it but the objext might not be 
    what I saw. This is because the elements were old. I know the elements are 
    old but this object is way out there, not effect by drag from earths 
    atmosphere like other objects. It orbit would be effected by the sun, moon, 
    earths gravitional pull.
    
    I decided to do a rough test case.
    
    So I used the following elements for gorizont 23. I changed the name on two 
    to help ID them.

    Using them I get that the inclination and other values change. But it is 
    still predicted to be in the area, while it passes by stars at different 
    times. I was using a pair of 10*50 binoculars with a 5 degree field of view 
    , so there was plenty of sky to watch. Even with the prediction error, it 
    would still be in the field of view. So if I didn't see it, then what did I 
    see.
    Nothing else in known orbit matches my observations.
    The only thing wrong in my observations, is that this sat is not to old , so 
    why would it be flashing. either it failed/ no longer in use. Or it was 
    something else, I don't know what.
