I messed up, I was looking at the wrong satellites when I wrote it was going
    into a strange orbit.

I thought that these were keyhole satellites, as they have a "KH" name,

    KH 9-16 Elint
    1 11852U 80052C 01228.94201657 0.00000025 00000-0 10523-3 0 03
    2 11852 96.6260 130.2911 0005000 78.2348 281.7652 12.83224255 07
    KH 9-17 Elint
    1 13172U 82041C 01274.83674281 0.00006400 00000-0 93942-3 0 05
    2 13172 95.9870 327.2213 0000300 271.8683 88.1315 14.75621079 00
    KH 9-18 Elint
    1 14139U 83060C 01232.94798980 0.00000020 00000-0 72807-4 0 00
    2 14139 96.6860 314.3764 0004000 59.7599 300.2400 12.93630556 00

But looking at the orbit of usa 116, and usa 129 both the correct keyholes,
the new one wasn't going into a strange orbit.

    Thanks

    Kevin
