They may have the capibility but IMO they do not have the interest in tracking everything. The Sirius 3 Rocket is one example, the MDS 1 launch last year is another example (http://satobs.org/seesat/Sep-2002/0181.html) and it now appears that there was evidence of a piece of debris near Columbia just after launch that went uncatalogued (http://www.washingtonpost.com/wp-dyn/articles/A2316-2003Feb25.html).
