The older the Kosmos rocket, the smaller the chance that it flashes.
Kosmos rockets in this orbit: 87049B is the oldest of which I remember it
    has a long flash period.
    (Kosmos rocket = SL-8 = C1)

I checked the PPAS: latest report with flash period is pf 1972-07-25 when
    f.p. was 9.5 seconds
    Last observation reported 1995-06-27 Steady.
