I would think they plan to boost the orbit, if they post the elements. I can only remember, that I think once they cancelled a boost after they had posted elements. Not 100% sure. That's the reason they will boost the orbit, so when soyuz lauches, the stations is at the right altitude for docking. But atmo drag on the station is not constant, so where the iss will be by then is hard to predict. But they still need to boost the station, since it's orbit altitude is decreasing :) Last month it lost approx 4 km in altitude, at least that's what I get, I could be wrong. I think they will boost the station's orbit on Feb 11.
