    Only an issue if the ET foam would be soaked with water like a sponge
    (rain, condensation, etc.), which it is designed not to do. The one thing
    you want to avoid when launching a rocket is to carry unnecessary weight,
    and a tank insulation soaked with water would be an extreme weight penalty.
