The Orbit information group at Goddard Space flight Center http://oig1.gsfc.nasa.gov/ has a form for supplying old data. For full access you are required to register with them ,something which takes time, but the publicly accesible site has (eventually after several clicks )the email address of the contractor person in charge, or if you prefer, an online form for a message. In all these cases you will probably have to know the satellite involved by name assigned by owner ( changes sometimes when ownership changes), international designation , or catalog number.
