I derived the following using data from Ed Cannon, Paul Gabriel, Mike McCants
and Sue Worden, between 2001 Aug 16 - 18 UTC:

    USA 159 r1 9.8 3.0 0.0 4.8 v
    1 26881U 01033B 01230.11836806 .00272947 00000-0 32050-3 0 08
    2 26881 28.6335 168.4656 0378655 205.5804 152.5837 15.40119264 02

Mean residuals are about 0.01 deg. The orbit is a good fit to a few points, so
the low residuals are likely to be misleading. If additional accurate
observations can be obtained over the next few days, the elements should settle
    down to reliable values.

I discarded the fictitious point generated from the 2nd U.S. Spacecom elset,
because it appeared to be degrading the analysis in the presence of the latest
    observations.
