The orbit is a good fit to a few points, so the low residuals are likely to be misleading. If additional accurate observations can be obtained over the next few days, the elements should settle down to reliable values. I discarded the fictitious point generated from the 2nd U.S. Spacecom elset, because it appeared to be degrading the analysis in the presence of the latest observations.
