    If USA 129 reduced its mean motion by about 0.02 rev/d, as in many previous
    small manoeuvres, then it would have to have manoeuvred at the perigee passage
    of 2001 Aug 03 at 10:56:09 UTC. The following search elements are for that
    epoch, and closely predict the observation I reported earlier:
